The Metropolis Easter egg in the new LEGO Arkham Asylum is just world-building, says the designer, despite previous sets teasing future releases.
Of the 65 stickers in
76300 Arkham Asylum is the first modular building-compatible set after Marvel has had its time in the spotlight through four releases. While this poster was initially a welcome sign of a modular Daily Planet or Metropolis set, like the custom creation designed by Dream Build Bricks, you might want to lower those expectations completely.

“We didn’t put it in for that reason," said LEGO Super Heroes Design Lead Jesper C. Nielsen in an interview with Ashnflash when asked whether the poster is a tease for something. "It’s just world-building. We’re just stretching out.”
Though not quoted in the video, the designer went on to say that the team hadn't thought of the poster as a tease for a future project and that they have seldom teased future sets like this. While such a practice is not common for LEGO DC, the design team did tease the release of 76161 1989 Batwing at the end of the designer video for 76139 1989 Batmobile, as acknowledged by the Design Lead.

It's stated that the designer was sad no one noticed this tease back in the day, yet fans have now noticed something in 76300 Arkham Asylum that isn't intended to be a future set tease.
